Job Description: 

This individual will assist the Education Program on issues and activities related to legislative policy on K-12 educator effectiveness and governance, including school leaders, teachers, school boards and superintendents and K-12 education governance. This includes tracking the status of legislative proposals in the states and summarizing/analyzing that legislation, following trends, developing web-based material, preparing written materials, and making presentations to legislatures and other audiences on the assigned topics. In addition, this individual respond to requests for information from legislators, staff, media, and others and assist with details and logistics for meetings and state-based work that are a part of the Program's K-12 work. The ideal candidate will have background/experience with K-12 educator and governance policy, understand the state legislative policy process, possess strong writing and public speaking skills, and be able to assist state legislatures with complex education policy issues.

Areas of Responsibility
  • Takes a lead role on school leadership and governance policy work and assist with the work on teach for the NCSL Education Program.
  • Handles technical assistance, information requests, written reports, and general collaboration with national organizations.
  • Collects information, analyzes data, interprets and identifies legislative policy implications, describes policy options, drafts recommendations for state legislative response.
  • Develops and maintains networks with other public interest groups, the private sector, and state, federal or other governmental officials, thus helping to promote NCSL opportunities, activities or programs.
  • Conveys detailed and complex information determining the most effective format and using a variety of methods, e.g. verbal presentations, publications, technical assistance workshops, videotapes, letters, memos, newsletters, and articles.
  • Writes clearly and concisely for a variety of publications including blogs, policy briefs, longer policy reports, and magazine articles.
  • Plans programs using different strategies, formats, and approaches for a variety of audiences and constituencies.
  • Represents NCSL services and activities before other groups and attends meetings related to project and funder activities.
  • Assists with current development projects in this and other areas, and identifies new prospects for support. Develops concept papers and writes grant applications.
Requirements/Qualifications
  • Bachelor's degree plus five years of relevant work experience.
  • The following work experience or some equivalent combination is preferred: at least one year of professional experience with NCSL or with a state legislature or government, two years of professional public policy experience.
  • Up to three years of post-baccalaureate education (i.e., master’s degree, advanced professional degree or doctoral degree) may be substituted for the required work experience.
  • Excellent public speaking and presentation skills.
  • Skill and competence in a range of research skills and tasks.
  • Excellent writing skills.
  • Skill and competence to work effectively with legislators and legislative staff.
  • Skill and competence to work independently and to handle a variety of tasks and assignments concurrently.
Compensation/Benefits

NCSL offers an outstanding, comprehensive program of benefits to employees and their family at low cost.  NCSL covers 90% of the monthly premium for health insurance and employees pay 10%.  Employee only Dental plans are covered 100% by NCSL or NCSL will provide a portion of the dependent premium. Other plans such as life insurance (2x annual salary), disability coverage and employee assistance programs are provided at no cost.
