JOB SUMMARY

This position is responsible for the management of a remote location and team within the Benefit Services Division supporting local PERA member counseling needs. Duties include coordination and scheduling of workload of the satellite office staff; performance management; covering for site counselors which will include preparing for and conducting counseling sessions; handling escalated and complex issues; partnering with other teams and departments within PERA to be responsive to local member needs; and managing site issues unique to physically operating the satellite location.

Areas of Responsibility

ESSENTIAL FUNCTIONS

  • Supervises the daily activities of the satellite office team responsible for the daily administration of PERA's retirement, disability and survivor benefit programs.
  • Ensures that the site and staff have the resources and tools needed to effectively perform their job duties, provide accurate calculations in accordance with PERA Law and Rules, and timely service. May need to perform limited review and audit functions of site location staff.
  • Collaborates with other managers in the Benefit Services Division to maintain consistency in preparation and delivery of member calculations
  • Sets and communicates standards and expectations for site staff that are specific and measurable for productivity and professional development; prepares and conducts performance reviews and takes corrective action when necessary
  • Tracks, monitors and evaluates attendance, performance, service quality and member feedback; meets with staff as needed to provide feedback and coaching
  • Handles escalated issues from members and benefit recipients; researches, analyzes, and resolves complex issues exercising discretion and judgement in areas governed by Federal or State statute, or PERA Rules; works with other internal divisions to seek resolution.
  • Keeps management informed of operational issues, concerns and overall site usage. Seeks to balance office time available to meet with members (scheduled counseling sessions and walk-in requests) with overall quality of work and preparation time.
  • Actively supports management decisions and change efforts, and translates visions and strategy to staff
  • Participates in training and educational opportunities for ongoing professional development. Ensures site staff remains current for internal training and professional qualification requirements.
  • Maintains regular and prompt attendance in the workplace. Coordinates schedules of all site staff to ensure adequate coverage during business hours. Ensures professional work attire of all office staff.
  • Maintains and builds professional connections and resources throughout the PERA organization
  • Carries out other duties as assigned
Requirements/Qualifications
  • A combination of education and experience with progressive career growth in benefits administration and/or supervisory experience; preferably in pension/retirement plans and/or the financial services industry
  • Demonstrated leadership and management capabilities
  • Experience exercising ethical decision-making, discretion, and sound judgment
  • Effective verbal and written communication, interpersonal, and professional collaboration skills
  • Problem solving skills and an ability to adapt and deal effectively with ambiguous and/or challenging situations
  • Ability to prioritize and organize work with minimal supervision, and act with an appropriate sense of urgency
  • Knowledge of information systems, databases, and personal computer applications
  • Ability to comprehend and readily communicate complex information
  • Detail oriented with an aptitude for math
Compensation/Benefits

CONDITIONS OF EMPLOYMENT

This position will require in-house continuing education regarding PERA law and pension administration. Professional designations in pension administration and/or financial services is desirable but not a requirement of the position.

WORKING CONDITIONS

  • Standard office/visitor center environment with regular computer use
  • Occasional lifting and moving of presentation materials
  • Occasional travel as necessary for business needs
