Carter is currently a chief financial officer at Hilltop Health Services for the past 17 years. He has extensive experience in key aspects of leadership, finance, information technology, strategic planning, and business operations within the healthcare industry. Carter has taught accounting courses online through the University of Phoenix as well as Colorado Mesa University. He holds a Bachelor of Science in Business Administration with an emphasis in accounting from the University of Northern Colorado and a Masters in Business Administration from the University of Utah.
He is a devoted husband of 25 years with a wife and 5 children. Carter has also been a lay clergyman for a local Christian church and has had many opportunities in that role to offer advice to individuals and families in regard to fiscal management and many issues related to the culture of poverty. He enjoys the outdoors and spends many days in the woods and on the rivers fishing, camping, and hiking. He loves to sing and has participated in several barbershop quartets and church and local choirs.
